Federal Shutdown – SNAP Benefits Update

On Friday, Nov. 7, 2025, after receiving guidance from the USDA, the HCA released 100% of the November nutrition benefits. If their regular issuance date is on or before the 8th of each month, they should have already received their full issuance on Nov. 8th. If their regular issuance is on or after the 8th of each month, they should receive their full issuance on their normal date.
The New Mexico Legislature held a special session on Nov. 10, 2025 extending state-funded food benefits and make sure New Mexicans receive their approved November nutrition benefits. They can use the ebtEDGEmobile.com app to check their card balance.

Do I have to pay back the State Food Assistance Supplement I received in November 2025?
No. The State Supplement was separate from your regular November SNAP issuance. Any extra benefits you got from the state will not change your November SNAP benefits. You do not have to pay back those extra benefits, and your future benefits will not be reduced. All benefits on your EBT card are safe for you to use. Please use the ebtEDGEmobile.com app to check your card balance.
Will I receive another State Food Assistance Supplement issuance?
No. This was a one-time issuance due to the Federal shutdown.
Why did I not receive the State Food Assistance Supplement?
All NEW SNAP applications/renewals approved on or after November 1, 2025, were not eligible to receive the State Food Assistance Supplement.
Will SNAP be affected if there is another Federal government shutdown?
No. Funds have been allocated for the SNAP program through September 2026. Any future government shutdown during that time should not affect SNAP benefits.
Can I still apply for benefits?
Yes. Customers can still apply at any time. HCA is open and operating as usual. Any eligible combined issuances for the months of November and December will be issued accordingly.
Should I still submit my Interim Report/Recertification to see if I’m still eligible?
Yes. Customers must continue to submit any paperwork or documents to HCA. The Federal shutdown did not affect certification periods. HCA is open and operating as usual.
How did the Federal shutdown affect my countable months for ABAWD?
Since households did not initially receive a full month of benefits and had uncertainty around benefit issuance, November 2025 will not be considered a countable month for an ABAWD participant. Starting in December 2025, the normal ABAWD work requirements and countable months will begin again for these four mandatory counties: Bernalillo, Santa Fe, Los Alamos, and Eddy counties.
Can I file a fair hearing because my benefits were suspended due to the federal shutdown?
Customers can request a fair hearing. The fair hearing will not be heard as the federal government has stated “State agencies shall be allowed to deny fair hearing requests to those households who are merely disputing the fact that a suspension was ordered.” Households may still request fair hearings for other adverse actions.
