Help with finding food assistance during the shutdown:

The federal government has suspended Supplemental Nutrition Assistance Program (SNAP) benefits across the country starting Nov. 1— affecting 42 million individuals nationwide and approximately 460,000 New Mexicans.

NM is adding state-funded food benefits to EBT cards starting Nov. 1. Most households will receive about 30% of their normal SNAP benefit. Eligible seniors and people with disabilities will receive at least $100.

The New Mexico Health Care Authority (HCA) is continuing to process SNAP applications and renewals. Federally funded food benefits will be issued as soon as federal money becomes available.

We know many New Mexicans rely on SNAP to help feed their families. The State of New Mexico is working with partners to launch a statewide food emergency distribution plan to ensure families can access food and resources during this time.

All other HCA programs and services continue to operate as usual.

SNAP Benefit Frequently Asked Questions

Will I receive my SNAP benefits in November?

The Federal Government has suspended SNAP benefits starting November 1, 2025. However, New Mexico is adding state-funded food benefits to EBT cards starting November 1st. This will allow New Mexicans to receive about 30% of their normal monthly benefit amount immediately.

How much will I receive in the State Funded Food Benefits?

You will get a percentage of your November benefits. All households who receive Federal SNAP benefits will receive about 30% of their monthly benefit amount in state-funded food assistance.

Elderly or disabled SNAP households already receiving the State SNAP Supplement will continue to receive $100.

What happens to my existing EBT balance?

Any benefits currently on EBT cards from previous months can still be used. You can use the ebtEDGEmobile.com app to check your benefit balance from previous benefits.

Can I still order a new EBT card?

Yes. You can use the ebtEDGEmobile.com app or call the Consolidated Customer Service Center (CCSC) at 1-800-283-4465, Monday through Friday 7:00 am to 6:30 pm.

When will federal SNAP benefits resume?

Once the Federal Government reopens. HCA will communicate when the federal benefits will be issued.

Are there any food resources I can access?

Yes. You can use the Food Finder Map located on the HCA website at: https://www.hca.nm.gov/support/. You can also use Yes New Mexico Connect at
https://yesnmconnect.nm.gov/

Can I still apply for benefits?

Yes. You can still submit your application at any time. HCA will still determine eligibility for all Medicaid, SNAP, and other HCA benefit programs. Households that qualify for expedite benefits will receive 30% of the expedite benefit amount, however benefit issuance will depend on Federal funding availability. HCA is open and operating as usual.

I am receiving SNAP and I have to submit my Interim Report/Recertification to see if I am still eligible. Can I still turn in my paperwork?

Yes. You want to continue submitting all paperwork as normal or any necessary documents to HCA. Your SNAP benefit eligibility will still be determined during this time, but benefits will not be released until federal funding is reinstated.

I am an ABAWD, do I still need to comply with the work requirement?

We strongly encourage you to continue meeting your ABAWD (Able-Bodied Adult Without Dependents) work requirements.

Can I file a fair hearing because my benefits were suspended due to the federal shutdown?

Customers can request a fair hearing. The fair hearing will not be heard as the federal government has stated “State agencies shall be allowed to deny fair hearing requests to those households who are merely disputing the fact that a suspension was ordered.” Households may still request fair hearings for other adverse actions.

What should New Mexicans do right now?

Contact local food banks and community resources. Use EBT balances wisely.
