What is D-SNAP? 

D-SNAP provides temporary food assistance for households affected by a natural disaster. D-SNAP provides one month of benefits to eligible disaster survivors. To be eligible for D-SNAP, a household must live in the identified disaster area, have been affected by the disaster, and meet certain D-SNAP eligibility criteria

Which impacted areas are included in D-SNAP?

Residents impacted by fires in San Miguel, Mora, Colfax, Lincoln, and Valencia County residents may be eligible to apply for D-SNAP.  For more information regarding all wildfires in NM please visit 2022 Wildfires | NM Department of Homeland Security & Emergency (nmdhsem.org)

Do I need to apply for D-SNAP if I receive regular SNAP?

  • No, you do not need to apply for D-SNAP if you receive regular SNAP. Customers who receive regular SNAP may be eligible for replacement SNAP benefits for food already purchased but lost due to recent wildfires in New Mexico. 

Where can I apply for D-SNAP?

Impacted residents can apply for D-SNAP at the four sites below in addition to all local Income Support Offices beginning Tuesday, June 7 through. Monday, June 13, 2022. The hours of operation are from 8 a.m. to 6 p.m. on weekdays and from 9 a.m. to 3 p.m. on Saturday and Sunday in the following locations:

  • John Marshall Health and Human Services Center: 1500 Walter, SE, Albuquerque, NM 87106
  • New Mexico Highlands University, Student Union Building, 3rd Floor: 800 National Ave. Las Vegas, NM 87701
  • Juan Gonzales Agricultural Center: 202 Chamisa Rd. Taos, NM 87571
  • Eastern New Mexico University: 709 Mechem Drive, Ruidoso, NM 88345 (closed Sunday)
  • All HSD Income Support Division Offices

What do I need to provide to apply for D-SNAP?

  • A form of identification for the head of household, social security numbers (if available), and dates of birth for each household member.
  • Address of residency at the time of the disaster.
  • Income received or expected to be received for each household member during the disaster period.
  • Verification of assets for each household member (cash on hand, checking and/or savings).
  • Disaster related expenses incurred or expect to incur during the disaster period.

 

What is a disaster related expense? 

  • Home repairs
  • Temporary shelter expenses
  • Evacuation clean up, disaster-damaged vehicle and storage/moving expenses paid during a 30-day period.
  • Medical expenses due to disaster-related personal injury, including funeral expenses.
  • Disaster related pet boarding fees and expenses to replace necessary personal items.
  • Fuel for primary heating/cooling source.

Items such as mortgage, rent, car notes etc. that are recurring expenses do not count as disaster related expenses. 

 

What is considered when determining D-SNAP eligibility?

  • The households take home pay received or expected to be received during the Disaster Period.
  • All available cash resources such as cash on hand, checking and savings account balances.
  • Minus the total dollar amount of money spent or expected to be spent on any disaster related expenses during the Disaster Period.

Where can I find information about D-SNAP locations?

How long do I have to use my D-SNAP benefits?

  • D-SNAP benefits are issued for one month and can be used for up to 365 days.

How will I receive D-SNAP and when can I receive my benefits?

  • You must apply for D-SNAP at a designated site, designated sites are listed on the NMHSD website at https://www.hsd.state.nm.us/.
  • If eligible, you will receive an electronic benefits card (EBT) at the D-SNAP site.
  • Benefits will be loaded on your card 24 hours after approval.

What can I purchase with D-SNAP benefits?

  • Any food such as;
    • Fruits and vegetables;
    • Meat, poultry, and fish;
    • Dairy products;
    • Breads and cereals;
    • Other foods such as snack foods and non-alcoholic beverages; and
    • Prepared hot food through June 13, 2022, at any grocer in New Mexico.

 

 

 

What if I don’t have transportation to the D-SNAP site?  Can I send an Authorized Representative?

  • Yes, you may send an authorized representative (AR), the AR must bring a picture ID, the picture ID of the head of household and a signed statement from the applicant/head of household authorizing them as the representative and to make an application on their behalf.
  • Elderly and/or disabled residents who do not have transportation may call and apply on the phone and document their case and verbally attest their information at: 1-800-283-4465. Those applications will be accepted Tuesday, June 7th through Monday, June 13th. Applications cannot be accepted before June 7

 

Will there be applications for non-English speaking customers? 

  • Yes, workers will have access to Language Link for language translation services.

News Release about D-SNAP

SANTA FE – Gov. Michelle Lujan Grisham announced today that New Mexicans who have been affected by the recent wildfires that began in April may be eligible to apply for disaster food benefits during a seven-day application process that begins Tuesday, June 7 and ends Monday, June 13.

At the governor’s request,  the state has received approval for the Disaster Supplemental Nutrition Assistance Program (D-SNAP) for five New Mexico counties.

These benefits are available to low-income residents affected by the wildfires. Approximately 27,500 residents may apply who work or live in the following five counties: Colfax, Lincoln (ZIP codes 88345 and 88312), San Miguel, Mora and Valencia (ZIP code 87002). The Presidential Disaster Declaration included five counties impacted by the Big Hole, Calf Canyon and Hermit’s Peak, Cooks Peak, and McBride fires. Residents in Taos, Sandoval and Santa Fe counties were not included in the disaster declaration and are not eligible for D-SNAP at this time.

“We are thankful for our federal partners for providing New Mexicans with this assistance as they recover from the devastating impacts of these wildfires,” said Gov. Michelle Lujan Grisham. “Now, more New Mexicans can receive the support they need to feed their families as we work together to recover and rebuild.”

The 7-day application timeline is a federal requirement.

D-SNAP is available to residents of affected counties who would not ordinarily be eligible under SNAP guidelines and who lived or worked in these counties.  A resident may be eligible for D-SNAP benefits if their home or belongings were damaged or destroyed and if they have unreimbursed disaster-related expenses or a loss or reduction of income as a result of the wildfires. Eligible households will receive one month of benefits that they can use to purchase groceries at SNAP-authorized stores or from select retailers online.

We talk, interpret and smile in all languages. HSD provides written information to our customers in both English and Spanish and interpretation services are available in 58 languages through our provider, CTS Language Link. For our hearing and speech impaired customers, we utilize  Relay New Mexico, a free 24-hour service that ensures equal communication access via the telephone to individuals who are deaf, hard of hearing, deaf-blind or speech disabled.

The Human Services Department provides services and benefits to 1,065,029 New Mexicans through several programs including: the Medicaid Program, Temporary Assistance for Needy Families (TANF) Program, Supplemental Nutrition Assistance Program (SNAP), Child Support Program, and several Behavioral Health Services.

Replacement SNAP Benefits

The FNS approved New Mexico Human Services Department to allow for the request to waive the 10-day reporting requirement for replacement of food purchased with SNAP benefits that was lost as a result of power outages and wildfires that began on May 1, 2022 through May 10, 2022. The waiver applied to the following four counties: Colfax, Mora, San Miguel and Taos. The replacement SNAP benefits period has been extended through Monday June 12, 2022. 

Replacement of Loss of Food Purchased with SNAP Benefits

The FNS approved New Mexico Human Services Department to allow for the request to waive the 10-day reporting requirement for replacement of food purchased with SNAP benefits that was lost as a result of power outages and wildfires that began on May 1, 2022, through May 10, 2022. The waiver applied to the following four counties: Colfax, Mora, San Miguel and Taos. Per 8.139.610.14 NMAC, it states that the replacement of the actual value of the loss not to exceed one month’s SNAP benefit amount. The verification of the household misfortune or natural disaster is needed, however since the waiver identifies the natural disaster, the only thing needed is the amount of SNAP benefit purchase lost. This can be done by verifying the SNAP benefits usage in FIS. The amount that was used by the household prior to the 30 days of the reported loss will be the amount that can be requested to be replaced.  The amount cannot exceed the monthly maximum SNAP household benefit amount issued for the month.
