The Mission of the Health Care Authority
We ensure that New Mexicans attain their highest level of health by providing whole-person, cost-effective, accessible, and high-quality health care and safety-net services.

Overview of the Department
The NM Human Services Department (HSD) manages a budget of approximately $7 billion dollars* of state and federal funds and administers services to more than 800,000 low-income New Mexicans through programs such as:
- Behavioral Health Services (mental illness, substance abuse and compulsive gambling)
- Child Support Establishment and Enforcement
- Community Services Block Grant (CSBG)
- Developmental Disabilities Supports Division (DDSD)
- General Assistance for low-income individuals with disabilities
- Low-Income Home Energy Assistance Program (LIHEAP)
- Meals for Homeless People
- Medicaid and Children’s Health Insurance Program (CHIP)
- Refugee Resettlement Program (RRS)
- School Commodity Foods Program
- SNAP Education Program (SNAP-Ed)
- Supplemental Nutrition Assistance Program (SNAP)
- Temporary Assistance for Needy Families (TANF)
- The Emergency Food Assistance Program (TEFAP)
The programs are administered through our Program Divisions:
- Medical Assistance Division (MAD)
- Income Support Division (ISD)
- Child Support Enforcement Division (CSED)
- Behavioral Health Services Division (BHSD)
HSD is also a key member of the NM Behavioral Health Collaborative and works across state agencies to collaborate on behavioral health issues.
