New chief information officer appointed to lead technological advancements at Human Services Department

Director brings over 30 years of experience and dedication to role 

SANTA FE – The New Mexico Human Services Department (HSD) today announced the appointment of Paula Morgan as the Chief Information Officer and Information Technology Division (ITD) Director. 

“HSD is fortunate to have an experienced and capable director to lead our information technology initiatives at the Human Services Department,” said Kari Armijo, cabinet secretary for the New Mexico Human Services Department. “Paula Morgan is driven by innovation, passion and determination to serve the people of New Mexico and we are fortunate to have her as a leader at HSD.” 

Paula Morgan has been HSD acting Chief Information Officer (CIO) for nearly one year. She started at HSD in June of 2022 when she was hired as the Deputy CIO. Morgan’s state government career started in 2013 with the NM Department of Health (DOH) as the IT Public Health Applications Manager. A year later she was named Deputy CIO and led DOH’s COVID-19 technology efforts. She brings over 30 years of experience in the Information Technology industry working in public, private and educational organizations.  Morgan holds both a bachelor’s and master’s degree in information systems from the University of New Mexico.

For our hearing, and speech impaired customers, we utilize Relay New Mexico, a free 24-hour service that ensures equal communication access via the telephone to individuals who are deaf, hard of hearing, deaf-blind or speech disabled. 

The Human Services Department provides services and benefits to 1,001,577 New Mexicans through several programs including: the Medicaid Program, Temporary Assistance for Needy Families (TANF) Program, Supplemental Nutrition Assistance Program (SNAP), Child Support Program, and several Behavioral Health Services.
