Office of Inspector General

Mission

The Mission of the Office of the Inspector General (OIG) is to prevent, detect and investigate fraud, waste and abuse in the public assistance programs administered by the Human Services Department. The office conducts investigations, audits, special reviews, and financial recovery operations for these programs.

Internal Audit Bureau (IAB) - Bureau Chief Vicky Groskinsky

The Internal Audit Bureau conducts financial and program compliance audits as well as performance evaluations for the department. The bureau provides financial investigative support for investigations conducted by the Investigations Bureau as well as specialized computer security expertise.

Investigations Bureau (IB) – Bureau Chief Ken Romero

The Investigations Bureau conducts investigation regarding allegations of public assistance fraud by clients, including Medicaid fraud, as well as employee integrity investigations regarding allegations of misconduct. Joint operations are conducted with other state and federal investigative and law enforcement agencies. Cases documenting fraud are referred to the local district attorney, the NM Attorney General, or the U.S. Attorney for prosecution.

Restitution Services Bureau (RSB) – Bureau Chief Berna Quintana

The Restitution Services Bureau collects civil and criminal penalties as well as collecting overpayments due to HSD from clients, contractors and vendors. Restitutions are facilitated through the administrative disqualification of clients; federal and state income tax refund intercept programs; and other administrative sanctions and court orders for the garnishment of wages.

Fair Hearings Bureau (FHB) – Bureau Chief Sharon Regensberg

The Administrative Law Judges of the Fair Hearings Bureau conduct hearings for the public assistance programs administered by HSD. The bureau schedules hundreds of hearings each year for more than 17 different categories of public assistance benefits. Hearing decision recommendations are submitted to HSD division directors who issue the final decision in accordance with federal and state regulations.
