Deficit Reduction Act (DRA) of 2005
The Deficit Reduction Act of 2005 (DRA) is far-reaching legislation meant to offer states opportunities to enact Medicaid reforms. One small section {(1903(x)} of the DRA addresses citizenship and identity requirements for Medicaid recipients. Effective as of July 1, 2006, states are now required, with respect to all Medicaid eligibility determinations on or after that date, to obtain satisfactory documentation of citizenship and identity from all applicants. Recipients will need to provide such documentation only once unless doubt is cast on the situation because once citizenship is established, it is a circumstance not likely to change.
