General Information
The Medical Assistance Division (MAD) provides no cost or low cost health insurance to New Mexico's uninsured and financially eligible citizens. The goals of the Medical Assistance Division are to ensure access to medically necessary services for eligible individuals. Programs include health insurance coverage for pregnant women, children, working disabled individuals, financially eligible families and employees of non-profit organizations and small businesses. All coverage options are available through traditional Medicaid programs, the Children's Health Insurance Program (CHIP) and Insure New Mexico! Solutions.
Medicaid and CHIP are partnerships between each state and the federal government to provide low cost or no cost medical care to those who need it most.
Eligibility for all MAD programs is based on citizenship, residency, income and other factors (such as resource levels, medical factors and sometimes, an individual's current health insurance coverage status).
Income eligibility for all MAD programs is based on a percentage of the Federal Poverty Level (FPL). Some programs cover persons with incomes as high as 250% of the FPL. In some cases, a family of four with a monthly income over $4,500 may be eligible for coverage.
Many clients receiving coverage through a MAD category of eligibility will receive their services from a Managed Care Organization (MCO). An MCO is a health care provider or group of medical service providers who contract with the State of New Mexico. These MCOs offer a wide variety of managed health care services to eligible and enrolled clients through a network of participating providers. Applying for MAD programs is easy. You may download an application HERE, call 1-888-997-2583 to have an application sent to you or you may visit your local Income Support Division (ISD) office. ISD is the division within the Human Services Department that determines eligibility for all of the Human Services Department's assistance programs. Many clinics, hospitals, primary clinics and some school or community organizations can also assist with the application process.
Coverage for most MAD programs must be renewed every 12 months. Recipients must notify the State of New Mexico when they have a change in income or address. Medicaid covered services include preventative and specialty care.
