Welcome

The Administrative Services Division (ASD) provides the operational infrastructure to support the divisions in administering programs and services. The department receives over $ 4 Billion dollars in funding; our aim is to maximize accountability of those funds through efficient and well constructed business processes.

ASD oversees the department’s finances and property. Specific functions include budget, procurement, accounting, payments, billing, revenue collection, federal grant reporting, and property and material management for HSD. It oversees the collection and distribution of child support payments to the custodial parent as mandated by law. It also serves as a focal point for departmental policy updates and emergency preparedness.

Budget Bureau

Mission: The purpose of the Budget Bureau is to provide technical financial support to all HSD Bureaus and Programs to facilitate accountability in spending.

       Contracts and Procurement Bureau

Mission: The purpose of the Contract Management and Procurement Bureau is to provide timely assistance in procurement activities and contract development and processing.

       General Services Bureau

Mission: The purpose of the General Services Bureau is to provide timely, cost effective, and high quality services to HSD staff and vendors, through administrative support for goods and services.

       Accounts Payable Bureau

Mission: The purpose of the Accounts Payable Bureau is to account for all outgoing cash related transactions accurately, timely, and efficiently to promote acceptable business practices and cultivate positive business relationships between HSD, its vendors and customers.

       Financial Accounting Bureau

Mission: The purpose of the Financial Accounting Bureau is to ensure accountability of flowthrough funds throughout HSD by conducting consistent and timely reconciliation of the general ledger and to facilitate communication with customers and stakeholders by communicating information on the finances of the agency.

       State Disbursement Unit

Mission: The purpose of the State Disbursement Unit is to process child support collections and validate outbound disbursements so child support payments reach custodial parents timely and accurately. In addition, provide collection and payment tracking information to New Mexico and other State’s CSEDs, legal and constituent parties for case research and follow-up.

       Accounts Receivable Bureau

Mission: The purpose of the Accounts Receivable Bureau is to collect and report through general accounting principals, incoming cash revenue and receivables related transactions accurately, timely, and efficiently.

       Compliance and Financial Systems Bureau

Mission: The purpose of the HSD Compliance and Financial Systems Bureau is to: monitor HSD compliance with federal and state laws and regulations; document and develop HSD financial policies and procedures; verify sub-recipient monitoring, oversee ASD training, and provide SHARE support to HSD.

       Grants Management Bureau

Mission: The purpose of the Grant Management Bureau is to provide timely and accurate reporting to the internal and external customers of HSD in order to ensure Federal compliance and continued flowthrough of monies to HSD.

Mission: The purpose of Policy\Procedure & Emergency Preparedness is to develop and consolidate departmental human resource and financial administrative policies, emergency plans, risk management analysis, and related procedures in collaboration with other Divisions and Departments.
