Goal: Is to reduce the number of successful illegal purchases by minors to no more than 20 percent of attempted buys by minors in New Mexico.

Non Consummated Compliance

A random sample survey is conducted by the Human Services Department (HSD)/Behavioral Health Services Division (BHSD)/Office of Substance Abuse Prevention (OSAP) yearly to measure and monitor the compliance of prohibited illegal sales of tobacco products to individuals under the age of 18; results of the compliance visits will be announced through media sources. OSAP contracts and trains Prevention Providers and their youth in conducting these non-consummated compliance visits. These visits are called “non-consummated” because the youth 15 and 16 years of age that are used do not carry money on their person to consummate the purchase attempt.
