The Administrative Services Division (ASD) provides the operational infrastructure that supports the divisions in administering programs and services. The department receives more than four billion dollars in funding. ASD’s aim is to maximize accountability of those funds through efficient and well-designed business processes.
ASD oversees HSD’s finances and property. Specific functions include budget, procurement, accounting, payments, billing, revenue collection, federal grant reporting, and property and material management for the department. We oversee the collection and distribution of child support payments to custodial parents, as mandated by law. We also serve as a focal point for departmental policy updates and emergency preparedness.

The State Disbursement Unit processes child support collections and validates outbound disbursements so that child support payments reach custodial parents timely and accurately. In addition, we provide collection and payment tracking information to New Mexico and other States’ Child Support Enforcement Divisions’ legal and constituent parties for case research and follow-up.

The Restitution Services Bureau collects civil and criminal penalties as well as collecting overpayments due to HSD from clients, contractors and vendors. Restitution is facilitated through the administrative disqualification of clients, federal and state income tax refund intercept programs, and other administrative sanctions.
